Engineering Public Works Capital Projects
2003-2004
This is a comprehensive listing of the capital improvement projects for Public Works for this fiscal year (2003-2004). The listing is
organized by department: Sewer, Storm,
Streets and Water. It does not
represent the the daily maintenance each department performs, only the capital
projects projected for the fiscal year.
Questions about these projects can be directed to the Engineering Director or

for each department:
Replace/Repair 1200ft of line on 18th Ave (between Sparrow and Bluebird)
Replace 550ft of line along Eton Lane. (Design and easement acquisition is
proposed for 2003-04 and construction to be done in 2004-05)
Construct 350ft of 8" sanitary sewer line and associated manholes
that bypass the east side of the Lakeside Apartments
Upsize approximately 1000 feet of sewer line between the Brookside lift
station and Regents Drive
Increase capacity by either extending the Brookside force main 2900 feet,
upsizing the existing 15" line over a distance of 2500 feet, or
installing a 2500 foot long parallel pipe
Engineering to replace with 30-inch diameter sewer or build a 21-inch
diameter relief sewer alongside the existing sewer
Replace 560ft of 8" Sanitary Sewer Line from 37th Avenue to north end
of Minthorn Loop (This is a "carry-over project from last year.)
Evaluate and analyze the use of SDC funds for various sanitary sewer
projects. (This item is a carry over from the 02/03-06/07 CIP)
Construct approximately 5000ft of 8" sewer line, 2800 feet of sewer
laterals, and associated manholes between Johnson Creek, Stanley Avenue,
Wichita Street, and Willow Street
Sewer contribution to Facilities project. Construct a new operations
building for Water, Streets, Sewer and Storm/Sewer as they are currently
located in a leased office trailer and there is not sufficient room.
Enterprise GIS (Geographic Information Systems) conversion contribution
Storm Projects:
Install 300 feet of 12" pipe and associated catch basins and manholes
in Minthorn Loop. (Removes storm water from Minthorn Loop cul-de-sac.)
Install 1400 feet of 12" - 24" pipe and associated catch basins
and manholes. Meek Street (32nd Avenue - Railroad fence), along inside of
fence (Meek Street - foot of Hillside Avenue). Removes storm water from
Harrison Street stormline. During intense rain events the Harrison Street
stormline backs up into the intersection below the Public Safety Building,
creating hazardous driving conditions and traffic delays for emergency
services and citizens. Water from the Meek Street stormline will flow
towards Roswell pond where infiltration and detention will improve the
quality of water entering Johnson Creek.
Phase III - Install 2000 feet of 12"-36" pipe and associated
catchbasins and manholes. Mason Lane (45th Avenue-42nd Avenue), 42nd Ave
(Mason Lane-Covell Street), Covell Street (42nd Avenue-43rd Avenue).
Collects surface water on streets so the water will not contribute to local
flooding of yards, homes and garages. Reduces ground water problem along
Brookside Drive by eliminating drywells located along Mason Lane and Covell
Street. (This is a carryover from project work completed during FY 02/03.)

Storm Master Plan Update (from 1997)
Enterprise GIS (Geographic Information Systems) conversion contribution
Streets Projects:
Johnson Creek Boulevard Project, Phase III. Phase III includes ROW
acquisition and construction from 36th Avenue to 45th Avenue.
Curb, sidewalk, and storm improvements on 42nd Avenue, from Johnson Creek
Boulevard to Olsen Street. In 03/04 design and right-of-way acquisition is
done. In 04/05 construction will occur.
Evaluate and analyze the use of SDC funds for various
street/transportation projects
A Pavement Management System is a set of tools/methods that will help
staff find cost effective strategies for providing, evaluating, and
maintaining the City's streets/pavement infrastructure. Phase I project work
includes: establishing a comprehensive database for current and historical
information on pavement condition, pavement structure, and traffic;
utilization of computer software to determine the existing and future
pavement conditions, predict financial needs, and identify and prioritize
pavement preservation projects.
Match money for traffic signal upgrades to accommodate Intelligent
Transportation Systems (ITS) technology. Project will install new traffic
loops and detection upgrades at the intersection of Lake Road and
International Way. Design and construction is performed by Clackamas County.
STSP; project was a priority for the Hector Campbell Elementary School
Trip Safety Task Force. Curb, sidewalk, associated storm drainage, and
asphalt paving on King Road (from 37th Ave. to 42nd Ave.), 37th Avenue.
(from Harvey to King Rd.), and 40th Avenue (from Harvey to King Rd.)
City match to federal grant monies to complete portion of Springwater
Corridor Trail within City jurisdiction. Project will complete multi-use
trail over both McLoughlin Boulevard and the Union Pacific Railroad Line.
Design, right-of-way acquisition and construction of boulevard
improvements to McLoughlin/99-E from Harrison Street to the Kellogg Creek
Bridge per the City's adopted Downtown Riverfront Plan. Final design is
estimated to start in April 03. City match of approximately $46,000 was
deposited in 02/03 to cover portion of design occuring in 02/03 (unused
match portions will be carried over to 03/04).
Extend 21st Ave. per the adopted Downtown Riverfront Plan (work begins in
03/04)
New CDBG project will bring connectivity to previously constructed
projects in area. Roadway paving on 37th Avenue from Harvey to King Rd.;
curb, sidewalk and storm improvements to 36th Ave., from Harvey to King;
construction of sidewalk on both sides of Oak St. near the RR X-ing and on
37th Ave. near rail crossing.
Pavement rehabilitation on King Road, from 44th Ave. to Hollywood Street.
Construction of improvements on Main Street, from Harrison Street to just
north of Scott Street (north end of existing Safeway property), per the
City's adopted Downtown Riverfront Plan. (City is applying for an ODOT
Transportation Enhancement Grant.) (work begins in 03/04)
Construction of traffic calming improvements as recommended by the
Downtown Parking and Traffic Management Plan.
Enterprise GIS (Geographic Information Systems) conversion contribution
Water Projects:
Rehabilitation of Well #8 to increase production
Add a sand filter system to Well #5 at 40th Avenue & Harvey Street,
and to Well #7 at 37th Avenue and Washington Street, to trap sand that would
otherwise be pumped into the system. Sand causes increased maintenance if it
gets into the system.
Upgrade construction of Elevated Tank to bring it into compliance of
current earthquake codes.
Replace 3600 feet of 6-inch lead joint cast iron waterline with 8-inch
waterline on Logus Road from 43rd Ave. to Stanley Ave.
Replace 4 inch waterline with 6 inch waterline on Harlow Street
Replace 6-inch lead joint waterline with 8-inch waterline on Lake Road
(work begins in 03/04)
This is a carry over from 02/03 CIP budget - Upgrade booster station with
pressure regulator for fire pumps to prevent over pressurization of the
water lines and protect connected properties from water damage, and
eliminate a confined space entry problem.
